FOUNDATIONAL TRAINING INSTITUTE FOR 'A' AND 'B' WING OFFICERS

The Foundational Training Institute for 'A' and 'B' grade Officers to imparts administrative training to all State Level Officers in Tamilnadu at Chennai, under the management of Director General of Training, Anna Institute Management, Chennai under the department control of the Secretary to the Government, Personnel and Administrative (Training-I) Department, Secretariat, Chennai. 
Two types of Foundational Training's are imparted in this Institute. 
  1.  Foundational 'A' Training for State level Officers who are non-technical officers with more administrative functions. Foundational 'A' Course Training is imparted for five weeks and Officers in the category of Deputy Collectors, Deputy Superintendents of Police, Commercial Tax Officers, District Registrars and Labour Officers etc., undergo this training.
  2. Foundational 'B' Course training for State Level Officers who are technical Officers with less administrative functions.
Foundational 'B' Course Training is imparted for 3 weeks to technical Officers in the cadre of Assistant Directors of Agriculture, Industries and Commerce, Fisheries Department etc., Medical Officers, Veterinary Assistant Surgeons, Assistant Commissioners of Hindu Religious and Charitable Endowments etc.,

These training courses were started in 1976 and conducted at Civil Service Training Institute at Bhavanisagar till 1999. Thereafter the Officers level training was shifted to Chennai on the basis of the recommendation of High Level Committee on Training.

In one year 8 'A' Course programmes and 10 'B' Course programmes are conducted.
Brief details of Training:
Foundational 'A' Course Training is imparted for five weeks and Officers in the category of Deputy Collectors, Deputy Superintendents of Police, Commercial Tax Officers, District Registrars and Labour Officers etc., undergo this training. 
Foundational 'B' Course Training is imparted for 3 weeks to technical Officers in the cadre of Assistant Directors of Agriculture, Industries and Commerce, Fisheries Department etc., Medical Officers, Veterinary Assistant Surgeons, Assistant Commissioners of Hindu Religious and Charitable Endowments etc., 
Undergoing training and pass in the examination conducted at the end of the training is a prerequisite qualification for completion of probation of these Officers. 
In one year 8 'A' Course programmes and 10 'B' Course programmes are conducted.
Subjects Taught:
Intensive coaching is given to the officers in 
  1.  Office Administration
  2.  Conduct Rules
  3.  Disciplinary Matters
  4.  Financial Administration
  5.  Tender Procedures and Service Laws
  6.  Public Administration
  7.  Computer Training (From April 2000)
From April 2000 onwards they are trained in Computer Operation also. 
Resource Persons
Eminent Faculty members handle classes. The Institute has two regular Faculty members, i.e., 
  • Regular Faculties
    1. One District Revenue Officer and 
    2. One Faculty in Law 
  • Guest Faculties
    More than 10 Guest Faculty members handle various subjects.
Budget:
The annual Budget allotment of the institute is 16.61 Lakhs.
During 2002 the institute has given Foundational 'A' Course training to all the directly recruited officers of Group-I batch and enabled them to understand and administration and its procedures.
Future Plans: 
We will strive hard to introduce new techniques in training and ensure that all the eligible personnel are trained within the time frame.
