The Civil Service Training Institute, Bhavanisagar was established in Tamil Nadu in the year 1974 to impart foundational training to all the clerical staff of the entire state of Tamil Nadu. During 1976, the Institute was expanded to impart foundational training for state service officers of various categories.
The In-service Training for Deputy Tahsildars was introduced during 1981. Precisely this is the only apex institute, which is imparting both foundational and refresher courses from the cadre of Junior Assistants/Assistants of all Departments to the Deputy Tahsildars from Revenue Departments.
In its Thirty Four Years history the institute has conducted a number of training programmes. It has conducted 793 courses and so far trained 71,587 personnel of Group A, B & C Officers of Tamilnadu Government. Every year an average of 1600 Junior Assistants and 300 Deputy Tahsildars are trained. In fact this institute has the capacity to train 1900 personnel every year. As on date nearly 2900 clerical staff and 275 Deputy Tahsildars have to be imparted foundational training by this Institute.
A & B Course
The Foundational training for State Level Officers i.e., A Course (35 Days) and B Course (21 Days), has been shifted to Anna Institute of Management, Chennai as per G.O.Ms.No.210, personnel and Administrative Reforms (Training-I) Department, Dated :12.11.1999 .
Administration
The Civil Service Training Institute, Bhavanisagar is under the direct administrative control of the Director General of Training and Director, Anna Institute Management, Chennai under the Personnel and Administrative  Reforms (Training-I) Department of the Secretariat, Chennai. This Institute is headed by a Principal in the cadre of District Revenue Officer of the Tamil Nadu Civil Service.
Budget:
The Annual Budget allotment for the institute is 144.18 Lakhs.
Future Plans:
Every effort is being taken to introduce new techniques for Trainers and Trainees to achieve the goal of Good Governance, through proper training of all eligible personnel with in the time.
